A Study on the Application of the Diffusion of Innovations Model to Elementary School Administration

Abstract

The research applied E. M. Rogers’ (2003) “Diffusion of Innovations Model” to elementary school administration in Taiwan to analyze how innovation of school strategy transformed from education policy, the key factors of innovation diffusion in school system, the difficulties of model application and to adjust the standards of innovation diffusion to examine the transformation between the inner diversity of school system and the outer public goals of central government.
The designed diffusion standards are applicable to be the guideline for inducers (directors of affairs office) promoting policy and for recipients (teachers) accepting policy. Besides, the founded latent factors in school system lead to diffusion’s non-linear cycle. It’s helpful to reconstruct the model for examining innovation acceptance and predicting policy implementation.
