Superintendent Gaming on Student Test Scores: Impact on Organizational Trust in a Community

Abstract

This paper presents the findings of a study of what happens to relational trust in a community when the superintendent of the largest school district is convicted of fraud and misappropriation of public funds. While the superintendent in this case has been convicted of his crimes, and serves now a term in a federal prison, the aftermath of his actions and the continuing drama involving all public schools serve as the focus of this interview study of parents and teachers in schools that have had strong trusting relationships in the past.
