The purpose of this research study was to delineate a framework of evidence-based factors contributing to hard-to-staff schools, and in turn use the framework to guide an examination of the hard-to-staff phenomenon in Texas. Furthermore, the purpose of this research study was to examine school district administrator perceptions of factors that contribute to hard-to-staff schools in Texas, related to teacher and principal practitioners. Specifically, the study focused on staffing issues related to teacher recruitment and retention.
