Implementing the Common Core reform requires new ways of thinking and working. How those new ways emerge and influence action depends on how various stakeholders understand the reform and the work to be done to meet new expectations. Qualitative data were analyzed using frame analysis to explore how school-level staff were interpreting the information they were receiving about the Common Core, and how their interpretations were guiding their actions to implement new CC-related policies. Teachers and administrators in schools were actively negotiating and constructing interpretive frames around the Common Core, within which sense-making was happening. The actions schools took to implement CC policy varied by their interpretive frame, which was largely shaped – at least initially – by their administrators.
