Local Stakeholder Involvement in School-Level Curriculum Development: A Case Study

Abstract

This study investigates the implementation of school-level curriculum development policy in five elementary schools in a city in the southeastern part of Indonesia. The study was developed as result of the implementation of educational decentralization policies by the Indonesian government post Suharto era. Applying a case study method, I conducted a series of interviews and focus groups involving a wide range of local stakeholders. Observations and documents analysis were also conducted. Preliminary findings of the study indicate the implementation of school-level curriculum development in the five schools has not resulted in meaningful decentralization of curriculum decision-making. Lack of skills and resources, along with restricting guidelines and regulations, has prevented local stakeholders from effectively taking part in curriculum development.
