A Framework for K-12 Science Education: Practices, Crosscutting Concepts and Core Ideas (Framework) (National Research Council, 2012) requires critical thinking skills, such as arguing from evidence. Data from the National Assessment of Educational Progress (NAEP) supports policy changes such as adoption of standards consistent with the Framework. This analysis uses public NAEP item data from a rural western state that performs higher than the national public and does not address argumentation to the depth and rigor suggested in the Framework in their science standards. Analysis of items requiring argumentation indicates for students from STATE who are able to use science content to arrive at a correct answer, the majority are not able to support their claims with evidence or reasoning.
