The present country case study explores the development of implementation strategies used to enhance the “Assessment for Learning”- programme initiated by the Norwegian government in 2010 with the goal of improving assessment practices at a national scale. The aims of the study were to describe governance practices and assess different stakeholders’ involvement in the implementation of the new programme. The question raised regards the extent to which ideal support conditions of small pilot programmes can be replicated when the approach is to be scaled up in an education system at the national level. The study contributes to our understanding of how governments can design and implement education programs, as well as describing some of the challenges of implementation.
