In this paper, the authors first articulate a conceptual framework for a Teachers College’s demonstration project that structurally and substantively re-imagines how university-assistance can be leveraged to transform the capacity of public schools to improve the outcomes for young people. The project is shaped by two overarching models: a University-Assisted (UA) schools model describes how higher education institutions harness their resources to engage in school reform and community revitalization; and a Comprehensive Educational Opportunity (CEO) model that delineates the full range of services that youth need to overcome educationally-relevant obstacles to learning imposed by poverty. The authors then discuss the typology for defining, implementing and evaluating the impact of the work in each domain of the framework along with preliminary findings.
