Developing the Leadership Pipeline: An Evaluation of the Emerging Leaders Program

Abstract

Research has documented that principals can be a high leverage point for school improvement. But school systems often lack strategies for building their leadership pipeline. Too often, school leaders’ first experience managing adults occurs when they assume the principalship—at which point they immediately begin managing large numbers of adults. The New Leaders Emerging Leaders Program (ELP) provides teacher leaders with opportunities to learn and practice leadership skills with a team of teachers. This paper reports findings from a program evaluation of the ELP based on surveys and pre- and post-assessments of participant learning. Initial findings show promising results, including positive participant perceptions of program quality and growth in participants’ ability to lead data driven instruction and team meetings.
