In an effort to make post secondary institutions more efficient, many states are moving to a performance based funding model to allocate state revenue. The purpose of the present study is to formulate and test a model examining the impact of independent variables: institutional research funding levels (grant dollars); teacher-student ratio; and the ratio of research dollars to faculty members and their influence on dependent variables: percentage of students on financial aid, SAT scores, retention rates, and graduation rates. The path model based on institutional theory, suggests that four year HBCUs that have higher levels of research funding in the form of grants positively impact the dependent variables. This research will contribute significantly in formulating performance based funding.
