Using the Student Growth Percentile Methodology to Evaluate the School/District Programs

Abstract

Current developments in advanced methodological techniques, rapid technology and data availability have propelled the field toward a better and more effective use of data in evaluation processes. This paper provides guidance to those charged with the evaluation of educational programs on how to use the real time information coming from growth measures, specifically focusing on SGPs. Current literature shows a shift toward the use of growth measures for accountability but is not currently focus in program evaluation. We believe that SGPs provide a better outcome for the majority of program evaluation than does any single status measures used alone. This study demonstrates several ways to use of SGPs, in both norm and criterion- referenced fashion, as part of program evaluations.
