The purpose of this study is to learn about the extent to which NCAA policies created to improve academic performance of college athletes have led to increased investment in academic support services for athletic programs. Tensions between academics and athletics on campus are considered using revenue theory of cost and the impact on graduation rates from investment in student services. FOIA requests of NCAA Division I institutions will help reveal staff and budgeting costs in comparison to calculations on academic progress of athletes. Results from the data will help understand the extent these policies force institutions to focus on investing in academic support staff to improve students’ academic performance.
