The Development of an Online Tool to Support Teacher Judgments Against National Standards

Abstract

New Zealand teachers in state elementary schools are now required to make overall teacher judgments (OTJs) against National Standards in reading, writing and mathematics. OTJs are reported to parents and in aggregated form, to the Ministry of Education. Concerns have been raised about the validity and reliability of OTJs. This paper describes the development of a new tool to support teachers. The online Progress and Consistency Tool (PaCT) will allow teachers to use a richly illustrated rubric in each learning area to support their OTJs. A three phase data collection program has informed the development and been used to construct measurement scales linked to the National Standards. Teachers involved in the development have been enthusiastic about the tool.
