Education Policy, State Formation, and Globalization: Preliminary Reflections From a Policy Study of the Internationalization of Higher Education in China

Abstract

Drawing on China’s government and institutional policies on higher education from 1978 to date, this paper explores internationalization of higher education (IHE) policy and practice at a non-elite university in eastern China. Inspired by the critical socio-cultural studies of public policy, the author adopts a Marxist perspective to analyze official policy documents, highlights the divergence between official policy and institutional implementation, and points out the existing problems in facilitating IHE at a non-elite university. The author regards case study as a research strategy as well as one of qualitative approaches to inquiry and bounds a case at the University of H. The paper is expected to contribute to critical studies of IHE in a Chinese context.
