Healthy eating habits and adequate nutrition of children have been found to correlate with better school performance. As part of a social movement intent to change the prevailing eating habits of children in the last decade, food-related practices in schools in the U.S. have increasingly become the focus of federal, state, and local policies. The prevailing policies and their implementation in school systems have added to the complex set of often competing schooling policies with considerable challenges. This paper examines, using expenditures and resource allocation data, how school systems have grappled with competing policies and how they particularly implemented food related policies while attempting to meet educational and budgetary constraints.
