Supplemental Educational Services: Ready for an Accountability Model?

Abstract

Supplemental Educational Services (SES) are a means for students attending low-performing schools to receive additional educational instruction that is, for them, free of charge. These services can help to meet a critical educational need faced by at-risk populations. Research has shown that SES does impact student achievement, albeit effect size changes are small and apparent only under certain conditions (Heinrich & Burch, 2012). This paper demonstrates how policy makers and practitioners might improve SES through application of an accountability model. In collaboration with both practitioners and State and Local Education Agency policy makers, researchers developed and tested the feasibility of one proposed model, finding support from both policy makers and practitioners for proposed measures, metrics, performance thresholds, and sanctions.
