Hierarchical logistic modeling of student-level data is matched with qualitative case studies to investigate developmental education trends, variations, and implementations across the state of Texas. Findings suggest that while certain student and institutional characteristics are linked to developmental enrollment and completion, wide variation across the state may also be connected to local adaption, differing conceptions of common curricular choices, and nuanced program packages complete with wraparound services. Implications for policy include fostering targeted interventions allowing local variations to fit unique student populations by aiding organizational data use and evaluation capacities.
