Partnerships between public elementary and secondary schools and universities, while having a long history, have had to evolve in response to changing political and social contexts since the passage of “No Child Left Behind.” This paper reviews relevant research literature of the past twelve years to understand the conditions and structures in current contexts necessary for school-university partnerships that strengthen school-led reform and contribute to improved student outcomes. Focusing on urban neighborhood public schools, this paper synthesizes literature on school reform initiatives in neighborhood public schools to characterize accumulated recent history that situate partnerships. The literature addressing school-university partnerships is then reviewed to identify successful structures and practices that address current problems facing both institutions.
