NAEP and the Challenges Presented by a Move to Common Core State Standards

Abstract
This session will include four papers. The first is an introductory paper that describes NAEP’s historic role as an independent monitor of states’ educational achievement and the challenges a move to Common Core standards and assessments places on NAEP. The next two papers will report on studies to explore the alignment between the content of the NAEP mathematics, reading, and writing assessments and CCSS in mathematics and English language arts (ELA). Finally, the session will conclude with a fourth paper that explores the implications for NAEP of coming changes in psychometric approaches to statewide testing given the move to Common Core assessments. The policy implications for NAEP as an independent monitor of state educational achievement will be explored.
