Abstract

Driven by state politics, ideology and fiscal challenges, Philadelphia has been at the forefront of shifts to enhance private engagement in public education through both private management of district schools and a growing charter school sector that now serves almost 25% of public school students in the district. Katrina Bulkley is Professor of Educational Leadership at Montclair State University. In conjunction with colleagues from Research for Action, she conducted research on Philadelphia’s Diverse Provider Model from 2001-2008. Dr. Bulkley is co-editor (with J. Henig & H. Levin) of Between Public and Private: Politics, Governance, and the New Portfolio Models for Urban School Reform. She also co-edited (with P. Wohlstetter) Taking Account of Charter Schools.
