Abstract

Empowerment evaluation is the use of evaluation concepts, techniques, and findings to foster improvement and self-determination. It increases the probability of program success by providing program stakeholders with the tools to assess their programs. Empowerment evaluation is internalized as part of the planning and management of an organization, fostering organizational learning. It is guided by process use, which assumes that the more that people conduct their own evaluations the more likely they are to consider the findings and recommendations credible and useful. Case examples are drawn from: Stanford University’s School of Medicine (to prepare for accreditation), Hewlett-Packard’s $15 Million Digital Village Initiative (to bridge the digital divide in communities of color), and Portola Valley School Districts 4/5 grade curricular transformation. Dr. David Fetterman will be presenting the Distinguished Scholar Award Presentation in this business meeting.
