This study will synthesize recent court cases contesting the use of value-added measures as part of teacher evaluation systems (or processes) and identify common themes among the cases. Themes include: (1) value-added model clarity, (2) treatment of special student populations, and (3) handling of teachers of non-tested grades or subjects. The information from the study will provide important background legal information for states and districts as they begin to design and implement new evaluation systems.
