Little research has addressed the professional preparation of college middle management on curriculum development (CD) competency to improve their curriculum leadership roles. This case study reports on the design and impact of a professional development arrangement (PDA) for 13 middle administrators of a community college in a developing context. Data were collected via interviews, questionnaires, curriculum documents, and field notes. The participants valued the relevance of the PDA design and content and acquired substantial learning about CD. However, the participants’ post-PDA initial CD efforts were minimal and characterized by individual initiatives due to hindering contextual factors. It is concluded that for middle administrators to improve CD practices, professional development is not of itself adequate unless implementation barriers are attended to.
