Abstract

Pressures for accountability in public higher education have increased dramatically over the past three decades due to concerns over the cost of college and institutional productivity. Inflation-adjusted tuition and fees at public four-year colleges have risen about four percent per year over the past three decades, while increases at public two-year colleges have been about three percent per year.
