This study reviews research quality in periphery educational journals to illuminate their unequal participation in international scholarship community. Using P.R.C. as a case site, we employed quantitative content analysis to analyze 1096 articles with a validated rubric. Our findings demonstrated that the articles analyzed seriously lacked rigor with insufficient and/or non-systematic literature review, missing knowledge gaps, and incomplete description of research design, among others. Such poorly conducted and reported research makes little contribution to national and international research literature, educational policy, and social justice. We conclude the study with recommendations for improving research quality and raising publication standards. Implications for other periphery countries striving to transform their educational research practices and play bigger roles in international research community are discussed.
