The current study aims to develop a framework for higher education institutions to effectively design and develop inclusive online courses. In order to achieve this end, real-life experiences of instructors, instructional designers, and managers were investigated and problems they have faced in terms of creating accessible learning environment were analyzed. This current study employed qualitative inquiry utilizing structured interview technique. Individual interviews were conducted with ten participants. Results revealed the problems that instructors, instructional designers, and managers are facing in terms of developing accessible online courses. Also, suggestions for taking steps toward meeting all accessibility standards were provided. Combining three different perspectives from our participant groups, a framework for developing inclusive online course was developed for higher education institutions.
