The Role of Education Research Alliances in Urban School Districts: A Review of the Literature Through an Organizational Learning Framework

Abstract

This literature review analyzes the potential of a relationship between an education research alliance or consortium and a school district through an organizational framework utilized by Schechter and Qadach (2012). We explore how consortia can support school districts in becoming learning organizations. Through reviewing consortia websites and literature, we organized their common actions in school districts.
By applying this framework to the actions of research consortia, we map how an alliance can further the efforts of a school district in each stage of organizational learning. Results: (1) an alliance can heighten a school district’s awareness of its organization and its environment, (2) an alliance can work to build district capacity to use this awareness to solve its own problems.
