This paper examines how the Finnish teacher-to-be-educated is constructed as a subject through notions of ‘research’ and its related notions of ‘inquiry’ and ‘reflection’ in the academic discourse of research-based teacher education. The paper provides a governmentality analysis of pedagogical technologies through which the teacher is governed. It also considers the cultural and historical landscape of Finnish educational thinking in which different ideas concerning the citizen, the learner, and the child, form an assemblage that contributes to the making of a specific kind of teacher. The examining of such a landscape offers insights into the conditions that make possible the emergence of the teacher as a reflective, problem-solving, inquiring, lifelong practitioner in a particularly Finnish and Nordic context.
