Examining Arts Education Policy Development Through Policy Frameworks

Abstract

While many scholars have tracked the implementation of arts education policy or have offered broad principles for developing and understanding policy issues, few in the arts education policy sphere, however, have made use of established policy formation frameworks. The purpose of this paper is to review and use three common policy development analysis frameworks to help explain the birth of policies that affect arts education. I attempt to answer the following questions:
• How would these conceptual frameworks predict arts education policy development to proceed?
• How would these conceptual frameworks explain constituents and coalitions that affect the arts education policy sphere?
• How would these conceptual frameworks illuminate precipitating events that drive the policy development process?
