To create social justice for the Latino student population, we argue that teacher preparation programs need to prepare bilingual pre-service teachers to view language as a human right. The purpose of this qualitative case study was to understand the orientations of language ideologies in relation to the practices of a cohort of 16 bilingual pre-service teachers during their field experience. The findings of this study demonstrate that the bilingual pre-service teachers’ ideologies and practices are aligned with supportive language orientations such as language-as-right and language-as-resource; but more importantly, the findings show that the bilingual pre-service teachers are becoming language arbiters when their ideologies are not incongruence with what is being practiced in the field.
