Through an examination of the manner in which the Western North Carolina District Court ruling in Cappacione v. Charlotte-Mecklenburg (1999) altered student assignment polices across school districts in North Carolina, this proposed research will examine policy diffusion from a district level and examine which characteristics of districts predict student assignment policy change in light of changing legal circumstances.
