Large-scale efforts to improve student achievement have increasingly encouraged principals to use student data to inform their decision-making and change initiatives. However, research on the best practices of such use remains very thin. This study synthesizes research on principals’ data use for the last 10 years and develops a data-driven school leadership (DDSL) framework, which includes a set of effective school leadership practices that improve teaching and learning as evidenced in empirical studies. A DDSL survey was further developed to test the framework. The reliability of the scale is .98, with factor loadings ranging from .70 to .90. This framework provides a much-needed guide to school administrators and policy makers who want to make evidence-based decisions to improve student learning.
