This paper reports on a study comparing two dominant traditions for ensuring justice and legitimacy of meritocratic education systems relying on national instruments for educational assessment: The testing tradition of which methods and principles where developed in the United States during and post the World Wars; and the long standing European examination tradition. The policy study investigated how these two traditions are manifested in contemporarily assessment policy in the Scandinavian countries. The paper showed that the Swedish government emphasizes the purpose of certifying student learning more than Norway, which put more emphasis on the purpose of supporting student learning. Both countries, however, emphasize the purposes of governing and supporting learning to legitimize their national instruments underpinning just meritocratic education systems.
