The purpose of this study was to determine the following about literacy instruction in a Midwestern state in the United States: (1) how Response to Intervention (RTI) is implemented; (2) the extent and variety of instructional approaches used for literacy instruction; (3) the extent and variety of professional activities in which teachers and administrators participate; and (4) administrators’ and teachers’ perceptions about their access to resources they need for teaching, including knowledge about the Common Core State Standards (CCSS) and instructional approaches they are required to use, instructional technology, professional development, etc. The goal in obtaining this information was to determine trends in literacy instruction in order to support appropriate professional development in light of new standards and expectations.
