Strategic Response to Fiscal Constraint: The Use of Responsibility Center Budgeting and Management at One Canadian University

Abstract

Decreased government funding and regulated tuition policies have created a financially constrained environment for Canada’s universities that was traditionally met with a response of program and service cuts. However, one Canadian university has reacted differently by implementing a decentralized budgeting and management structure in an attempt to increase efficiency and seek out new revenues. Using interview data and document analysis this paper discusses the responses of this institution and what it tells us about the strategies universities employ to cope with financial challenges that are likely to persist.
