The purpose of the study is to compare Traditional Public Schools (TPS) and Harmony Public Schools (HPS) high school students’ TAKS Mathematics, Reading, and Science performances and STAAR End of Course Exam scores between the years TAKS was implemented in 2010 and 2011 and the years STAAR was implemented in 2012 and 2013. Students' raw scores were used to see how their scores changed with the new testing, STAAR--assumed to be more rigorous and require more critical thinking. The data was obtained from the Texas Education Agency. Propensity score matching will be utilized to match TPS with HPS. It is discussed whether charter school manage to provide a high quality education (at least on par with non-charters) for less.
