New Spaces: The Emergence of "Public" Internationally Oriented High School Programs in China

Abstract

This project focuses on critically examining the emergence of newly-established ‘public’ international high school programs in China that prepare Chinese students for college entrance to foreign universities. Drawing on David Harvey’s notion of neoliberalism, the study explores the interconnections between parental choice, school autonomy reforms, and neoliberal education policies. Using qualitative research, this study aims to examine the ways in which larger economic, social, political factors impact the creation of these new programs. Based on data from high-profile news sources in China, policy documents, and fieldwork, this study has teased out several interesting features of the international programs. It points out that the ideas of neoliberalism restructure Chinese public education system for the interests of privileged groups and schools.
