Many researchers posit that improving the quality of the nation’s teaching workforce is the best policy intervention for raising student achievement. The federal Teacher Incentive Fund program has awarded over $750 million through 125 grants aimed precisely at increasing the effectiveness of educators in high needs schools. This evaluation takes a utilization approach to examine the impact of TAP™: The System for Teacher and Student Advancement (TAP) on student achievement across 66 high-needs schools in Louisiana. Results indicate that schools employing TAP have significantly greater improvement in student achievement than a matched sample of schools not using TAP.
