Collective Impact for Tribal Partnerships in Education

Abstract

He Toki Ki Te Rika, Māori trade training, was launched in 2011 as a tribal (iwi) led collaboration between training providers, industry and key government funders in New Zealand. The intent of the partnership is to use the strengths, knowledge, capabilities and networks to increase Māori education and employment outcomes through collective impact. Central to this model is the positioning of the tribe, Ngāi Tahu, as a backbone organization to co-ordinate activity across the partnership. This paper examines the five key components of collective impact in the context of a trade training consortia. The positioning of Iwi central in decision making, data analysis, reinforcing activity and communication is crucial to the success of the collaboration.
