Public–Private Partnerships in Educational Governance: Findings From a Realist Evaluation of Bogotá's Charter School Program

Abstract

Beginning in 1999, Colombia implemented a form of public-private partnership (PPP) known as the Colegios en Concesión (CeC) program, a charter school program that targeted poor areas of the city with insufficient access to education. The present paper focuses on that program, presenting the results of a case study that examined each component of the program’s underlying logic model, though emphasis is given to issues related to the operationalization of accountability and competition mechanisms. Findings are derived from document review and from 32 interviews with 39 individuals, including key national actors, representatives of the Bogotá Department of Education, charter school management companies, principals (of both charter schools and traditional public schools), and parents.
