An Innovative Approach to Developing Career and Technical Education in Community Colleges

Abstract

The purpose of this paper is to develop a conceptual approach to meeting community college CTE directives framed around two theoretical lenses: human capital theory and an expanded notion of innovative entrepreneurship. After discussing federal strategies to incentivize the creation of high-quality CTE programming, I provide a detailed overview of these theoretical constructs. I then incorporate these theoretical constructs into a new model for approaching curriculum development, human capital creation, and graduate employment, contrasting the theoretically derived approach with a more traditional pathway to meeting these goals. Future avenues for research and scholarly significance of the work are then discussed.
