Cross-Cohort Changes in Youth Civic Attitudes From 1999 to 2009 in 16 Countries: An Application of the Alignment Method to International Association for the Evaluation of Educational Achievement (IEA) Data

Abstract

In this study, we compare civic attitudes held by young people in 1999 and 2009 in sixteen countries participating in the IEA Civics and Citizenship Education Studies. We use the Alignment Method to ensure comparability of measures across countries and cohorts as well as by relevant demographic factors. Preliminary analysis suggest that it is possible to create measures that are comparable across countries and cohorts and that are structurally valid across age groups and by gender. Support for immigrants’ rights increased for most groups from 1999 to 2009, although they decreased in a small number of countries. To contrast, support for women’s rights stayed more generally stable overall, although some changes are observed. These patterns hold after considering age differences.
