Participation in the Organization for Economic Co-operation and Developmentās (OECD) Program for International Student Assessment (PISA) has continuously expanded: from 43 systems in 2000 to 65 systems in the latest 2012 cycle. There also has been a growth in sub-national participation. In PISA 2012, over 140 sub-nations from 14 nation-states participated. This paper explores the expansion of sub-national participation and the motivations that underpin decisions to participate in two systems: the U.S. and Canada. We draw on analysis of documents and data from interviews with officials at sub-national, national, and international levels. Findings are able to illustrate and tease out the diverse motivations underlying sub-national participation in PISA.
