Abstract

As a result of the high number of English Language Learners (ELLs) in the state of Arizona and the violation against these student’s Civil Rights through education policy that further marginalizes language minority students, this research presents the current education climate regarding Dual Language Immersion Programs (DLIPs) and language policy in the state of Arizona. The current climate around DLIPs includes the lack of access to programs that support bilingualism for higher student preparation for language minority students while increasing access for students from the dominant group. This mixed-methods case study presents the implementation of DLIPs in the different schools throughout the state and their characteristics and identifies student access to such programs.
