This study uses case study analysis methods to understand how one purposively selected non-profit organization operating a pre-college outreach program in the Greater Philadelphia area, collects and uses data to inform its activities and assess and document its performance. Data collection and analyses are guided by prior research on data-use in not-for-profit organizations, methodological goals and principles of educational research, and the college attainment process. Study findings illustrate the many organizational goals perceived and valued by different stakeholders and the challenges of measuring value-added. The paper also demonstrates the importance of intentionally constructing data collection practices to understand and document the characteristics and contributions of a pre-college outreach program.
