Abstract

During the past two decades, an increasing number of countries have implemented large-scale teacher reforms around the globe. Yet little attention is paid to understanding the working conditions of teachers as the critical policy context influencing the implementations of these reforms. Using the 2013 teacher survey data from the OECD Teaching and Learning International Survey (TALIS) and student assessment data from the Programmes for International Student Assessment (PISA), we examined the working conditions of U.S. teachers in comparison to those of 31 other countries or regions around the globe. We found that U.S. teachers have the highest average instructional and total workload among the 32 countries. Policy implications of the heavy workload of U.S. teachers are discussed.
