Abstract

The purpose of this research study was to delineate a framework of evidence-based factors contributing to hard-to-staff schools, and in turn use the framework to guide an examination of the hard-to-staff phenomenon in rural Texas schools. Furthermore, the purpose of this research study was to examine school district principal and superintendent perceptions of factors that contribute to hard-to-staff schools in rural Texas schools, related to teacher and principal practitioners. Specifically, the study focused on staffing issues related to teacher and principal recruitment and retention.
