A comprehensive, multi-step measurement development process is described for the initial creation of the Spanish form of the Adjustment Scales for Preschool Intervention (ASPI) for use by bilingual Spanish-speaking Head Start teachers. Using a large, representative sample of two cohorts of Head Start children (N=4,047), a series of exploratory and confirmatory factor analyses identified two common dimensions measuring Overactivity and Underactivity, across English and Spanish-language forms. IRT procedures identified common linking items used to equate children’s scores across the two language forms. Future directions and implications for the use of this early childhood assessment to inform early intervention in programs serving culturally and linguistically diverse children from low-income families will be discussed.
