This conceptual paper offers youth participatory action research (YPAR) as a theoretical framework for educators to consider as one approach to close the civic engagement gap, particularly in schools serving low-income, minority populations. Common Core State Standards offers little guidance for classroom teachers on ways to develop engaged and involved citizens in students. YPAR, however, offers a theoretical framework that includes developing core literacy skills imperative for all students to succeed in college and career and that stretches beyond the expectations of the Common Core. The research question addressed in this conceptual paper includes: How can tenets of YPAR inform educators’ efforts to close the civic engagement gap among low-income minority students?
