Understanding contextual supports and barriers to enactment and continued use of evidence-based innovations requires rigorous investigation of two important aspects of implementation: 1) the status of innovation enactment (the extent to which an innovation is enacted at a given time in a particular context); as well as 2) the implementation process (the dynamic interaction of a range of contextual factors on innovation enactment). This paper reports on a study that applied our theory of implementation measurement in the field to reveal key contextual factors associated with teachers’ enactment of the Everyday Mathematics program. We include a discussion of the instruments and approaches to analysis.
